History

The Lower Hill was cleared for rebuilding, but part of the program never came about in the district: three high-rise apartment buildings, several commercial buildings and a symphony hall. Only one high-rise apartment building, Washington Plaza, rose on the hill, and the rest of the land became parking lots.

A New York developer had hired Pei for the three buildings that were meant to form Washington Plaza. In 2014 the owner, Faros Properties, announced the renovation of the building, which had seen no material change since it went up in the 1960s, along with its new name: City View.
